Shortly after taking office on January 1, 2004, Mayor Jonathan Weinzapfel announced that he would initiate a review of all City operations to identify ways to make City government more effective and efficient.
Kent Irwin, a partner with the Muncie, Indiana, firm WAGGONER, IRWIN, SCHEELE & ASSOCIATES, facilitated the review. The firm specializes in public sector management consulting and was retained to oversee the study, conduct a staffing analysis and assist department heads in developing and implementing reorganization plans.
Volunteers were named to sub-committees to help with the review:
1. Public Works, Utilities, Transporation, Environment
2. Parks & Recreation
3. Planning & Economic Development
4. Public Safety
5. Finance & Administration
In addition to the sub-committees, each City employee was provided with a survey to voluntarily and anonymously respond to a set of questions aimed at identifying methods to improve the efficiency of City government.
