The City of Evansville has been allocated $1,217,598 in Homeless Prevention and Rapid Re-Housing Program (HPRP) through the American Recovery and Reinvestment Act of 2009 (ARRA), which President Obama signed on February 17, 2009. These funds were distributed based on the formula used for the Emergency Shelter Grants program. The City of Evansville developed a plan to utilize HPRP funds based on the "Notice of Allocations, Application Procedures, and Requirements for Homelessness Prevention and Rapid Re-Housing Program Grantees under the American Recovery and Reinvestment Act of 2009" released on March 19, 2009.
As of October 1, 2009, $50,000 has
been awarded to Aurora, Inc., which has been contracted to administer this program. Aurora provides services and acts as an advocate to bring an end to homelessness in our community. Aurora will sub-grant HPRP funds to provide short-term rental assistance and services to families or individuals who become homeless or to prevent homelessness in the first place. The HPRP is not intended to provide long-term support for individuals or families, nor will it provide mortgage assistance to homeowners facing foreclosure.

Once deemed eligible for the HPRP, a client will be assigned to a caseworker. The caseworker will determine a client’s needs, which may include short-term rental assistance, security deposits, utility deposits and/or utility payments, moving cost assistance and hotel vouchers. HPRP payments will not go directly to households; instead they will be given to third parties such as landlords and utility companies. HPRP funds have resulted in the creation of three (3) jobs: One (1) full-time homelessness prevention coordinator and two (2) full-time case coordinators.
